The vision is structured around three core themes:
Green Tech CityIn which Reading leverages its established technology and knowledge economy to become a leading low‑carbon innovation hub, with renewable energy, smart infrastructure, and research partnerships with the University of Reading and major employers. The vision emphasises local skills, ethical business growth, and digital systems to manage transport, energy and services more efficiently.
City of Parks and RiversThe City of Rivers and Parks theme centres Reading’s rivers, canals, and green spaces as the town’s “lungs” and as a unifying identity. The vision envisages high‑quality riverside public spaces, walkable and cyclable neighbourhoods, nature‑based design, and stronger community stewardship of parks and blue‑green infrastructure.
City of Culture and DiversityReading’s diverse communities, histories, and creative life are treated as key economic and social strengths. The vision supports visible creative industries, festivals and cultural activity, stronger neighbourhood identities, and better inclusion so that regeneration benefits existing residents as well as newcomers.
